4. Needs, Rights, responsibilities and privileges of prisoners
 
  Article 22-Privileges of prisoners   
22.1 Privileges of prisoners  
  The privileges of prisoners are subject to their abiding by the rules of the particular facility in which they are assigned and the general responsibilites of being a prisoner.
 
 
  Meaningful employment
•
 A responsible prisoner should have the privilege to choose a range of occupations and careers with a wide variety of jobs available in meaningful employment.
•
 A responsible prisoner has the privilege to earn a fair income from the efforts of their employment.
 
 
  Recreation
•
 A responsible prisoner has the privilege to recreation time and facilities as provided by the correctional facility to which they are assigned.
•
 A responsible prisoner has the privilege to participate in approved group sports, hobbies and interest groups for the purpose of recreation.
 
 
  Property ownership
•
 Responsible prisoners have the privilege to own personal possessions and to have those personal possessions free from theft, deliberate damage or improper confiscation.
•
 Responsible prisoners have the privilege to own and operate a maximum of one prison bank account subject to maximum deposits and withdrawals in which income earned from meaningful employment shall be paid and funds provided by family and support may be deposited, subject to transaction limits.
•
 Responsible prisoners have the privilege to purchase items from prison stores subject to transaction limits.
•
 Responsible prisoners have the privilege to buy and sell items from other prisoners, within transaction and min-max price limits, providing such trades do not constitute an ongoing business or distribution operation.
 
 
  Peaceful association
•
 A responsible prisoner has the privilege to freedom of peaceful assembly and freedom of association with other prisoners.
 
 
  Education
•
 A responsible prisoner should have the privilege of access to quality education services by means which enable quality education to be possible for all persons.
 
22.2 Loss of privileges a punishment subject to a charge and case  
  The loss of certain privileges shall be a punishment where a case of rejection of responsibilities and clear evidence exists. In such a case, a clear charge or charges must be laid against an individual prisoner and a hearing held before such loss of privileges is imposed.
 
22.3 Arbitrary or unilateral loss of pivileges  
  The arbitrary or unilateral loss of privileges of several prisoners by authority of the management of a correctional facility, or senior member of the system is considered a grave deriliction of duty and failure to adhere to the principle of this Code.  
  Such unilateral actions shall always be considered manifestly unjust and fair grounds for prisoners to initiate a petition for commission of inquiry on the grounds of unfair, unjust or criminal behaviour by corrections officers.  
  The failure of corrections staff to pass on a petitition for commission of inquiry itself shall be considered a crime
