25.1 Universal Declaration on Happy Community Living  
  The world is experiencing an increasing number of natural and human created disasters that have cost the lives of tens of thousand of innocent people. This remains the sad history and future of the human race at present.  
  At present, a disproportionately large percentage of the population of developed nations live within 10 km of a coastline or floodplain that has historically experienced natural phenomena of such significance that every currently architected manmade structure would be destroyed along with at least 80% of all living inhabitants.  
  The fact that an earthquake of the magnitude of 10 has not hit the fault lines of California, Japan, Hawaii, the Mediterranean or New Zealand for example, does not mean it cannot happen. The greatest of scientific knowledge and proven facts say that these events will happen. It is only conjecture as to when. And when such an event happens, on our current engineering design of cities, many millions will die.  
  Precisely the same consequences can be stated for coastal communities on land elevation of less than 100 metres. History of all major coastal areas have shown that tsunami (massive waves) are a natural and frequent occurrence. Furthermore, the proven geographic history of virtually all coastal areas have proven that tsunami of more than 100 metres occur at least once every five hundred to one thousand years, while tsunami of more than 10 metres can occur as frequently as once every two hundred years in areas.  
  Given that over 2 billion people and 80% of all human developed infrastructure exist within 10 km of a coastline and less than 100 metres above sea level means that any major climactic events on planet Earth would virtually destroy all human civilization as we know it.  
  The issue is not the event, but changing our thinking of communities  
  The issue facing the United Nations is not worrying about when the next future disaster will occur, it is about changing our thinking and being firstly prepared if and when it happens and secondly to work towards ways of reducing the impact of major events by smart urban design and considering radically smarter thinking such as building major infrastructure and living residences underground rather than above ground.  
  These matters must not remain the discussions of scientists and philosophers but the practical leadership and vision of the members of the United Nations. It is tasked upon the United Nations to help the world consider a framework for Happy Community Living. This is therefore the purpose of the Universal Declaration of Happy Community Living.  
  It is not the destiny of humanity that millions will die. It is not the judgment of the planet and the universe that humanity should suffer and cease. These are within our grasp and our own choices. Do we continue to build geometrically weak "square" structures of straw, wood and feeble brick?, or do we use the very strength of the Earth and build great worlds underground for living and create the Garden of Eden above ground? And when we choose to live above ground do we consider building geodesic and spherical structures that cannot be destroyed even by a Category 10 storm?  
  Such changes while dramatic over the long term, begin merely in a change of thinking. Do governments continue to govern without disaster plans and without disaster-proofing major infrastructure? Or for the first time in the history of humanity do individual citizens demand of their governments the courage and foresight to plan for the worst in the hope of delivering the best- heaven on Earth.  
  And in regards to the ideal of Heaven on Earth where the natural order of life on the surface is restored to pristine nature while extensive and fully disaster proof human infrastructure is spherical and geodesic above ground and below ground are amazing systems of other-words and engineering-space possibilities there is no law in the Universe that says it cannot be so. And for any who still hold out that such ideas are against their spiritual faith, then it cannot be argued that to have a great gift and not to use it is a sin, therefore the fact that we can change our destiny and save the human family is our moral responsibility.
