Membership of Union |
|

The Union shall be open to all Americas States which respect the values referred to and are committed to promoting them together.
|

| 26.2 |
Application to membership of Union |
|
| |
Any Americas State which wishes to become a member of the Union shall address its application to the Supreme Council. |
|
| |
The General Assembly and national Parliaments of existing members shall be notified of this application by the Secretariat. The Supreme Council shall act unanimously after obtaining the consent of the General Assembly, which shall act by a majority of its component members. The conditions and arrangements for admission shall be the subject of an agreement between the Member States and the candidate State. That agreement shall be subject to ratification by each contracting State, in accordance with its respective constitutional requirements. |

Forbiddence of financial charges and special conditions on membership |

By this constitution it shall be forbidden to charge any monetary or in-kind charge or charges whatsoever as condition of membership acceptance. Membership to the Union shall always be free. |

Secondly, other than the candidate state for membership abiding by the articles of this constitution, it shall be forbidden to apply special conditions and clauses on a candidate states application to membership. Where agreement to this constitution implies a state must therefore enact certain changes in its laws, it is assumed that such changes will take place in proper course. |

A candidate state for membership that does not agree to the articles contained in this Constitution automatically rules itself ineligible to join the Union until such time that it accepts the primacy of the articles of this Constitution. |
