| In being accepted as a fully fledged member of the Union, the full rights and privileges of membership are extended subject to adhering to the articles of this Constitution. | ||
| In particular, it is encumbered upon member states to enact such national laws and regulations that the articles of this Constitution are reflected as enacted and active laws of the nation. | ||
