| 37.1 | Instantiation of power | |
| The instantiation of the Constitution shall be subject to the popular and legitimate vote of the individual citizens of the member states of the Union. By their collective voice, the power of this Constitution shall be instanced and only by their collective voice shall it ever be permitted to be taken away, if they so choose. | ||
